It is amazing how quickly this week has passed! It has been an incredible combination of sight-seeing and high-level briefings. We’ve all learned a great deal – and have heard some different perspectives on some of the challenges Germany and Europe face.

The pace of the first part of the week continued. On Thursday, we spent the day in Potsdam visiting historic Cecilienhof, Sansouci (the site of the Potsdam Conference negotiations after World War II), and the Haus am Wannsee (where mid-level Nazi leaders plotted the “Final Solution”).

On Friday morning, the group enjoyed briefings with foreign service officers from the Economic and Political Sections at the U.S. Embassy. And in the evening, we had a closing dinner with former U.S. Ambassador to Germany, John Kornblum.

The take-away:

What’s the take-away after a week in Berlin measuring the pulse of contemporary Germany? Here are three brief observations:

  1. Berlin is looking forward to hosting President Barack Obama in mid-June – just a week before the 50th anniversary of President John F. Kennedy’s 1963 visit to Berlin and his famous “Ich bin ein Berliner” speech. This will be Obama’s first official trip to Berlin since he took office in 2009. He has been to Germany twice during his first year as president and was in Berlin as a presidential candidate in 2008.
  2. In the run up to the September 22 German parliamentary election, German politics are worth watching. The German Chancellor Angela Merkel is seeking reelection and a third four-year term. There seems to be little doubt that she will continue in her role as Chancellor. However, questions abound concerning the make-up of the governing coalition.Merkel’s conservative Christian Democratic Party will need a coalition partner to govern. Their current coalition partner – the Free Democrats – have fallen from nearly 15 percent in the last election to roughly five percent in opinion polls. Smaller parties such as the Pirate Party (which espouses greater internet freedom) and the new euro-sceptic Alternative for Berlin (which advocates a return to the Deutsch Mark) may siphon off some votes from the current coalition government. Taken together, the contraction of the Free Democrats and the rise of new parties may make it difficult for the current government to remain in office.

    A return to a Grand Coalition – of the Christian Democrats and the Social Democrats – seems most likely. Some analysts and observers believe this is not ideal because Germany will stagnate. Others feel that this is the best-case scenario for Germany at this time.

    One additional factor is how the Green Party will fare. They have been rising in the polls – and could serve as “king maker” to the conservative Christian Democrats or the more liberal Social Democrats.

  3. My sense is that the group left Germany with more questions about the future of Europe than they had when they arrived. One speaker talked about the challenge of “managing the relative decline of Europe” vis-à-vis rising powers, but almost all of the speakers talked about the strong role Germany plays within Europe and on the world stage. There are many questions about the future of Europe – and specifically the role France will play. Many of the speakers talked about a “sputtering” Franco-German engine although these two countries have been at the core of Europe’s postwar development.

All in all, lots of food for thought as we digest a week of new experiences and opinions…

It has been a great week so far! On Sunday, we began the trip with a walking tour of the area immediately surrounding the hotel in historic East Berlin. We ventured over toward the west to the Brandenburg Gate by walking down the impressive boulevard Unter den Linden.

On Monday, the walking continued. We passed through a square with my favorite “monument” on our way to the German Historical Museum for a quick survey of 2000 years of German history. The square is Bebelplatz and this is where on May 10, 1933, a massive book burning by National Socialist students took place. Works from great authors such as Thomas Mann, Erich Maria Remarque, Heinrich Heine, and Karl Marx were taken from the library of the Humboldt University and burned. Altogether some 20,000 books were burned. The memorial is an underground library with empty shelves which one can view from above through a thick plate of glass.

Over lunch, we met with the head of the German Council on Foreign Relations, Dr. Eberhard Sandschneider, for a discussion of Germany’s place in the world. After lunch we headed to the German Foreign Office for briefings with the Coordinator for German-American Affairs and the Coordinator for Dialogue among Civilizations. In the first session in the Foreign Office, participants learned about the strong ties between Germany and the United States – and specifically the new U.S.-EU free trade agreement, the Transatlantic Trade and Investment Partnership (TTIP). In the second meeting, we discussed Germany’s relations with the Muslim world as well as immigration and integration in Germany.

On Tuesday, we started the day with a briefing at the Atlantik-Brücke – a non-profit founded in the 1950s to promote deeper ties between Germany and the United States. We met with two young “transatlanticists” who personify the next generation of young leaders. We ended the day with a special briefing about German energy policy with the head of ecologic.

The group spent most of the day on the famous Museum Island looking at artifacts from around the world – including the Pergamon Alter and the Gates of Babylon.

On Wednesday, the group learned about the Third Reich and the Cold War. We had the opportunity to explore Checkpoint Charlie and the Topography of Terror. In addition, we saw Daniel Libeskind’s Jewish Museum – which traces the history of Jews in Germany and Europe – as well as Peter Eisenman’s Holocaust Memorial.

Over lunch, the group met with Europe-expert Ulrike Guerot for a discussion of German and European politics, the euro crisis, and Franco-German relations. In the afternoon, we met with foreign policy expert and politician Hans-Ulrich Klose who also gave us a tour of the Reichstag building.

The biggest surprise on arrival is the amount of construction in the heart of East Berlin and the heart of West Berlin.

After German reunification, Berlin was often referred to as a “city of cranes” because of all the construction taking place. Over 20 years later, cranes are still a fixture on the skyline.

 As I buckled in for the flight from Newark to Berlin, I found myself wondering what the coming week will bring. Berlin is a city I know well – having lived there before, during, and after the Wendi. Even after I left Berlin to move to New York City in 2002, I was back in Berlin at least four to six times a year – and in a good position to regularly measure the pulse of contemporary Germany. But, it has been three years since I was last in Berlin.

The last time I was in Berlin was June 2010. Now, I am going back to Berlin in the run up to the September election to lead a tour for the World Affairs Council of Philadelphia.

I’ll be spending a week with 15 Americans from across the country who want to learn more about Germany’s past, present, and future. In addition to seeing the sights and visiting museums,  we’ll have meetings with parliamentarians and opinion leaders as well as policy briefings at the Federal Foreign Office and the U.S. Embassy.

As I prepare for the week-long trip, I wonder what will have changed since I was last in Berlin…

From a political standpoint, it will certainly be an interesting time to be in Berlin:

President Obama will make his first official state visit to Berlin in June – just one week before the 50th anniversary of John F. Kennedy’s famous “Ich bin ein Berliner” speech. Obama was in Berlin before he was elected, and he has been to Germany since becoming president, but he has yet to visit the nation’s capital in his current capacity.

German federal elections are four months away. A lot can happen between now and September, but our group will have a chance to delve into the emerging trends. And, this election could be very interesting. Although Angela Merkel still enjoys strong support, there is some criticism of her handling of the euro crisis. The Christian Democrats’ coalition partner – the Free Democrats – have slumped from nearly 15 percent of the vote in the last election to five percent in recent surveys. (Five percent is the minimum threshold for representation in Parliament.) Meanwhile, the Green Party has increased to 15 percent in opinion polls. And, a eurosceptic new party – Alternative for Germany – has emerged as a wild card that may weaken Merkel’s chances of reelection by siphoning off votes from the center-right. This could leave an opening for the return of a left-leaning government of Social Democrats and Greens.

The debate over the future of the euro – and the future of Europe – rages on in Germany and across Europe. And, U.S.-European free trade is a hot topic with negotiations for the Transatlantic Trade and Investment Partnership (TTIP) going at full steam.

Our delegation will certainly have lots to talk about…

>Germany at Odds: Munich v. Berlin

Germany is a country at odds with itself.  I mean this in a couple of different ways, the first of which is the contrast, and even tension, between the two national powerhouses, Munich and Berlin.  But I also found that this sentiment applies on a deeper level that I will come back to later. 

So to begin with: Munich, the heart of Bavaria.  People from Munich are fiercely proud of their region and their contributions to German culture which include almost everything we usually associate with Germany.  Bratwurst, schnitzel, beer gardens, lederhosen, Oktoberfest, all of these things originated from Bavarian culture, not Berlin.  I found all of this out when I went on an excellent walking tour of Munich given by Ozzie.  Ozzie was probably the single best tour guide I’ve ever had, so I strongly recommend him if you go.  He even explained (by comparing it to the recent economic crisis) how the men in red coats dancing on the Rathaus Glockenspiel are doing so because they were coopers, barrel makers, whose business was suffering due to the black plague.  The beer (and barrel economy) of Munich was suffering because people were afraid to leave their houses, kind of like how in the recession people are afraid to put their faith back in the economy.  So what did the coopers do?  They danced in a parade throughout the streets of Munich to reassure people that the plague was over, and are now forever immortalized as the dancing coopers who come out and play a show everyday at noon in the center square of town, the Marienplatz.

Munich is beautiful, and overflowing with history and stories such as this one. Ozzie also gave us a run down on the Beer Hall Putsch and how the Nazi party came to power as well as an understanding of the extent of the destruction caused by World War II and subsequent reconstruction. If you are not a WWII history buff, go to Germany and you’ll become one.  If you already are a WWII history buff, then what are you waiting for?  Go to Germany.
Also while in Munich, I visited the concentration camp Dachau.  It was odd, to leave the fun, exciting, and sunny atmosphere of Ozzie’s tour group and follow it with a sobering tour of Holocaust atrocities.  It was still a hot sunny day, but as soon as I walked through the wrought iron door with the words “Arbeit macht frei” (which translates to “Work makes you free.”) at the top, all lightheartedness dissipated.  Now Dachau was a work camp, as opposed to a death camp like Auschwitz.  Dachau was for political prisoners as well as Jews and had gas chambers but they were built as experiments and only tested on animals.  However just because it is not referred to as a death camp does not mean that people didn’t die there.  In fact it is estimated that 25 to 35 thousand people died there (depending on the inclusion of subcamps) because of malnutrition, disease, and being shot or hanged for breaking the rules or arbitrarily.  As such, the camp had a crematorium to dispose of the bodies, which I saw with my own eyes.  I stood in the rooms where bodies were piled high, awaiting the furnace.  Its difficult to say more about a visit to a concentration camp, partly because we all already know the atrocities of the Holocaust and partly because one wants to hold back a bit out of respect, as though rambling on about your experience at the defunct camp would somehow degrade the experiences of those who lived it.  Suffice it to say, the experience is unhappy, tragic, and no one leaves smiling, but it is extraordinarily important.
Okay, I’m afraid I’ve brought you down, so I am immediately going to bring you back up by telling you about how the day after I visited the camp, I then went to the other end of the housing spectrum and visited a castle!  And not just any castle, Neuschwanstein.  This castle is, in fact, the very castle that inspired the Sleeping Beauty castle at Disney World. Unlike most castles which were built as fortresses of defense, King Ludwig of Bavaria built Schloss Neuschwanstein solely for the purpose of being a fairytale retreat.  Here you can see why:

In the spirit of Bavaria, I wrote this very post while sitting at a beer garden on yet another wonderful sunny afternoon:

So, beer gardens, fairytale castles, history, delicious sausages and lederhosen (which yes, they actually wear and not as a joke).  If all this comes from Munich and Bavaria, what do we get from Berlin, the capital city?
If Munich personifies the distinctly Bavarian culture and is older, more traditional, Berlin is the opposite.  The city today has been molded out of a mish-mash of immigrant cultures as well as an influx of hip, young artists, philosophers and bohemian types.  My second night in Berlin, I went to an art show.  But it was not an art show, like you are probably imagining.  It was held, not at a gallery per se, but more like someone’s apartment that by virtue of minimal furniture, a kitchen corner being utilized as a drink station, and artistic photographs hung in the back, was being passed off as a gallery.  This sort of art show apparently happens all the time, because there are just that many artists in the city. Other nights in the city, I hung out with my new German friends in low-lit bars that can only be described as delightfully offbeat, philosophizing about life, art, romance, and of course, our favorite German philosophers.  This is the feel of Berlin.  So is this.  It is a montage of people doing Bearpit Karaoke in Mauerpark.  It happens every Sunday in conjunction with the flea-market, and is hilarious to watch.
To be sure though, Berlin also offers loads of history.  The Brandenburg Gate, the nearby Holocaust memorial,

the Bundestag, many many others and of course, the Berlin Wall.  Earlier in my trip, I had watched a movie called, Das Leben der Andern (The Lives of Others) which is a really fantastic film depicting what life was like during the Cold War era in East Berlin.  Having recently watched it, walking along the wall was yet another powerful experience, driving home the realities of history.  Here is one section of the wall which has now been painted in a commemorative art project.

Munich and Berlin are different. I think we’ve covered that.  But how else is Germany at odds with itself?  In this post so far, you may have noticed it jumps around a bit,  the sadness of concentration camps to fairytale castles, historical walls and modern art.  Germany is like that.  It is a country with so many beautiful things in its culture and heritage, but it is a land that is haunted by WWII and the Holocaust.  Around every corner, there is a reminder of this.  Germans are mindful of their history, not wishing to just sweep it under a rug but instead respecting it.  But many Germans, perhaps especially younger generations, are not quite sure how to feel about it.  They love their country, are proud to be German and want to share German culture, but the horrors that came out of Germany in the war, have caused an entire country to become shameful of their history.  Its an interesting conundrum they have been dealt.  
I’ll put it this way:  If we ask “What does it mean to be an American?”  We all know that answer — fireworks on Independence Day, back-yard BBQs, New York City and reality TV.  But if you ask a German, “What does it mean to be German?”  you are guaranteed a thoughtful pause, followed by some weighty discussion that will more than likely be sort of inconclusive.  Certainly, there are horrible things in Germany’s history, but to love a place, you have to embrace it not for what it was, but for what that history has let it become, which is something amazing.

A congratulations is in order.  David A. Murdoch, Esq., Chairman of the Board of Directors of the World Affairs Council of Pittsburgh, will receive the Bundesverdienstkreuz (the Order of Merit of the Federal Republic of Germany) during a luncheon on February 22, 2010.
It’s the only honor that may be awarded in all fields of endeavor and is the highest tribute the Federal Republic of Germany can pay to an individual for services to the nation. The Order of Merit may be awarded to Germans as well as foreigners for achievements in the political, economic, social or intellectual realm and for all kinds of outstanding services to the nation to the nation in the field of social, charitable, or philanthropic work.
The Cross of the Order of Merit is a capstone for Mr. Murdoch, after an illustrious career dedicated to improving Germany-U.S. relations and educating the public on international issues.
Presenting the award on behalf of the President of the Federal Republic of Germany is Dr. Horst Freitag, Consul General of the Federal Republic of Germany to New York.  Freitag will also lecture on the topic of: The U.S. and the EU: From Pittsburgh to the G-20 Summits in 2010.

On November 12, the Council will have a Special Seminar and Webcast for Secondary School Students at Shaler Area High School.  “The Changing Transatlantic Relationship – The Impact of the Fall of the Berlin Wall, 20 Years Later” will address the effect of the fall of the Berlin Wall had on the United States and the transatlantic relationship.  The program will also discuss the significance the fall of the wall held — both then and now.  (For more details on this program, please click here.)
In anticipation of this program, I wanted to share with you a video of one of our recent radio interviews.  Dr. Sky Foerster, President of the World Affairs Council of Pittsburgh, hosts a weekly radio program, Pittsburgh Global Press Conference, on  KQV Radio (AM1410).  This video allows you to watch Sky’s interview with David Gill about Germany and his refections on the fall of the Berlin Wall.
David Gill is the Deputy Representative of the Council of the Protestant Church in Germany to the Federal Republic of Germany and to the European Union. He published a book on the activities of the Stasi (Secret Police) before the Berlin Wall came down, twenty years ago, on November 9, 1989.
